2． 对投标人的资格要求：
*(1). 投标人须为投标产品的制造商或制造商在中华人民共和国境内设立的销售公司，且具有至少3年的制造其投标产品的经验，投标书中须提供近3年同行业、同用途的销售业绩及其合同等相关证明文件。
*(2). 投标人须通过ISO9000资格认证，投标书中要提交有效证明文件。
3．招标文件售价：招标文件每品目售价为500元人民币或72美元，招标文件售后不退。如需邮购，请另付50元人民币或 40 美元（国外）特快专递费，并请按下述开户银行及帐号汇款（汇款单上应注明汇款用途及招标编号），本公司不对邮寄过程中的遗失负责。
4．购买招标文件时间：2009年4月23日起，每天（节假日除外）北京时间 上午08：30-11：00，下午13：30-17：00。
5．购买招标文件截止时间：在投标截止时间之前24小时停止出售本公告招标项目的招标文件。

7．投标截止时间：所有投标文件应于2009年5月14日09：30（北京时间）之前递交，2009年5月14日之前递交投标文件的请递交至宁波中基国际招标有限公司，2009年5月14日当天递交投标文件的请递交至开标地点。迟到的投标文件和未购买招标文件者的投标将被拒绝接收。
8．开标时间和地点：定于2009年5月14日09：30（北京时间）在宁波大榭开发区中信国际大酒店公开开标。届时请参加投标的投标人代表出席开标仪式。
*9．所有投标人请务必在开标前在中国国际招标网站 (www.chinabidding.com) 及宁波万华聚氨酯有限公司的“供应链管理系统SCM”（http://scm.ytpu.com）注册成功。

Entrusted by the purchaser, Ningbo China-Base International Tendering Co. Ltd., invites sealed bids from eligible suppliers at home and abroad for the supply of the following goods and /or services by wary of International Competitive Bidding.
1. Name and quantity of the goods and main technical specifications:

2. Qualification of the bidder:
*(1).Bidder shall be the manufacturer or the selling company established by the manufacturer.And at least 3 years manufacturing experience.The bidding document shall include the sales achievement and contracts of last 3 years.
*(2).Bidder shall pass ISO9000 qualification certificate and provide copy of the certificate when bidding.
3. Price of the Bidding Documents: RMB￥500or US$72 for each package，shall be on non-refundable payment to the following bank account, and another RMB￥50 (Home) or US$40 (Abroad) shall be added for EMS postage for each package of the Bidding Documents, if purchased by mail, and clearly indicating its usage and the Tendering No. on the remittance slip; this Co. shall not bear liabilities for any loss occurred by mail.
4. Time of selling the Bidding Documents: Between 08:30-11:00, 13:30-17:00 (Beijing Time, except holidays) from April 23,2009.
5. Deadline for selling the Bidding Documents: 24 hours before the Bid Opening.
6. Place for obtaining the Bidding Documents: Ningbo China-Base International Tendering Co., Ltd.
7. Deadline for submitting the Bidding Documents: 09:30 AM (Beijing Time) May 14, 2009, the delayed Bid Documents will be rejected.
8. Time and place for the Bid Opening: 09:30 AM (Beijing Time) May 14, 2009, at the Daxie Citic Ningbo International Hotel.
*9. All bidders are required to successfully register on China international trading web site
