项目介绍
1. Introduction
1.1 The University of Nottingham Ningbo China (UNNC) was the first Sino-foreign university to open its doors in China. Established in 2004, with the full approval of the Chinese Ministry of Education, we are run by the University of Nottingham in partnership with Zhejiang Wanli Education Group, a key player in the education sector in China.
We have more than 8,000 students and, each year, around 1,500 graduates with excellent academic qualifications, transferable skills, a creative outlook and a fresh perspective. They are in demand from employers around the globe who recognise the benefits of hiring talent with an international perspective.
We have around 880 teaching, research and professional services staff at UNNC, recruited from top universities, research institutes and companies from at least 40 countries worldwide. There are 25 world-class professors appointed through the Li Dak Sum Chair Professorship scheme. Their key research areas span across Marine Economics, New Materials, business innovation and more.
We are a fast growing hub for excellence in research, innovation and knowledge exchange. Driven by our collaboration with the Ningbo Government and industry partners, we provide solutions to local challenges through world-class research and innovation. Our research spans all faculties and disciplines and we have several centres and institutes that are committed to providing world-leading research relevant to China's interests and needs.
2. Background
2.1 The higher education industry has continued to evolve in recent years with the more successful providers being able to adjust to trends in the market. However, many have had difficulties in determining how to adopt digital tools and techniques to advance the business. At UNNC, we have a mix of sophisticated digital tools in place that have evolved over time. However, many of our processes are predominately manual, lack any form of clear understanding and are open to mis-understanding. As such, UNNC is embarking on a digital transformation programme to:
a. Enhance the digital environment. We intend to deliver the majority of our information systems via ‘software as a service’ and our infrastructure predominately contained via ‘as a service’ providers. Our student records, finance and HR systems must be effective and fit for purpose and enable the University to quickly adapt its curriculum delivery and administrative models. Integrated business intelligence needs to be provided to staff at all levels to facilitate effective decision making.
b. Change student lives through outstanding teaching and learning. All of our core classrooms and learning environments must be digitally enhanced and academic staff are equipped with the necessary skills to effectively use the space and equipment. We will provide high quality teaching and learning environments with effective user guides; provide students with a rich and seamless digital learning experience from application to graduation, and beyond
c. Enhance science and society through inspiring research and enterprise. Research authorisation, administration and reporting is to be centralised via digitally driven workflows and an integrated information system. Multi-disciplinary and multi-partner research is to be facilitated via digital communications and collaborative environments.
d. Support and develop our staff. With the establishment of a Data and Digital Academy, staff will have the skills and capabilities to effectively use the digital platforms required to perform their work and are equipped with the confidence and resilience to embrace change and new ways of working. Our business processes will be optimised and applied consistently across the organisation. There will be a culture of continuous improvement where all staff are empowered to surface ideas and suggestions for better ways of working. We will have consistent and unambiguous business processes with continuous improvement. Staff are able to effectively communicate, collaborate and work from anywhere at anytime.
3. Requirements
3.1 UNNC is seeking to let framework contracts with a maximum of three specialist suppliers to assist with its digital transformation programme. Once appointed, the specialist suppliers will have the opportunity to bid for work on a ‘call off’ basis. In this first phase of work, successful bidders will have the opportunity to bid for work, including:
a. Undertaking a digital diagnostic to determine our current level of digital maturity, identify where our problems are and make recommendations for the future.
b. Provide a framework to assist users with determining their requirements in a logical and consistent manner.
c. Developing a digital transformation roadmap and implementation plan.
d. Provide support with understanding the digital products in the market that are relevant for what we want to achieve.
e. Initiate ‘quick win’ digital projects, especially in the professional services areas where initial planning has already identified a number of initiatives that need to be undertaken.
f. Assist with the planning and implementation to achieve Zhejiang Government’s Education ‘One-Stop Service’ for reform and digital transformation.
g. Assist with the creation of a UNNC Data and Digital Academy which will take responsibility for the operational delivery of data and digital tools, techniques and support across UNNC; it will also have student and research capabilities.
h. Develop and improve the governance, compliance, and risk management among all the design, plan, implementation, delivery and operation process of University digital systems
i. Consolidate all isolated, poorly designed or lack-of-maintenance systems and ensure the proposed digital solutions are well designed with security and consistency.
